President David Ward called the meeting to order at 7:45pm.

Review of Meeting Minutes: USA Meeting Minutes from August 20th were reviewed.  Andy made a motion to accept the minutes as they are and Al seconded it.

  1. Registrar’s report (Karen Selwyn): We currently have 374 players registered. Final registration is due into FCYSL at the 9/25 league meeting. NO roster changes can be made after that date.
  2. Treasurer’s report (Al Selwyn): We currently have slightly over $5,000 in the treasury and are on budget. We should have a very small surplus (approximately $500) at the end of the season.
  3. Vice President's Report (Andy Keen): At the last meeting, Andy was tasked with finding water for the sod we will by installing on the Upper Field in October/November. Right now, Chuck Woodcock has volunteered his time and water truck for this. Thanks Chuck!
  4. Secretary’s Report (Cindie Beach):  Cindie was not present.
  5. Coaches Education (David Ward): David reported that there is an E license class on November 2nd and 3rd, 2002 sponsored by the Thunder Soccer Club, which is located in Glenelg, MD.  If interested, contact Tony Corbett at 410-740-5597.  The same club will be sponsoring a D license class on November 7th-10th, 2002 - use the same contact information. There is also an E license course being offered at Briggs Chaney MS in Silver Spring on November 9th and 10th, 2002. Contact is Muskie Piorka at 301-384-3531. Saint Michaels usually holds a D license class the week after Christmas as soon as David receives information he will inform the group.
  6. Coaches Night:  Andy held a Laws of the Game Coaches Night on Tuesday 9/10. Andy did a great job explaining some of the various laws and their intricacies. Thanks Andy. We are done with Coaches Nights until Spring Season (will probably start back up in February).
  7. Field Maintenance (David Ward):  Parks and Rec. came out and aerated all of the soccer fields at Urbana Park. We will be doing major field maintenance the week of October 28th. We will be installing 800 yards of sod on the Upper Field. We will be overseeding and applying fertilizer to all soccer fields at Urbana Park. We have been given the go-ahead by FCPS to overseed and fertilize the soccer fields at both Oakdale ES and MS. We still need to get approval from the principals at those school for that.
  8. Newsletter update/status (Carole Thompson):  A great job, as usual, by Carole on the latest newsletter edition that came out the end of August. The next newsletter will come out in late November/early December. If you have suggestions, ideas, input, etc., please contact Carole at carol@beachbrosprint.com.
  9. Indoor Soccer (Clif Carey): It's time for coaches to think about registering teams for indoor soccer this winter. We do not have a formal registration process for winter indoor soccer. Instead, it is up to each coach to decide if his/her team will play in one or both winter sessions. Please contact your coach if your child wishes to play indoor soccer this winter.

Since The Goal has closed, we will be playing indoor soccer at the Germantown Soccerplex's Discovery Center and at the Frederick Sportsplex. We will forward information on their programs as soon as we have it.
  10. Pictures (Lenor Ott):  Almost all teams should have had their pictures taken by now. U6s are having pictures on Saturday 9/28. Pictures will be available the end of October.

  1. Fall Tournament (David Ward): The FCYSL end-of-season tournament will be held on the weekends of 11/2,3 and 11/9,10. Your team will play on one of those weekends (the league hasn't assigned dates yet). Coaches must register their teams by contacting David prior to the September 25th league meeting. The FCYSL tournament is available for all teams U-10 and older. MAYAA will host their end-of-season U-8 tournament. Date is TBD at this time.

The Association will pay FCYSL and MAYAA tournament entry fees for all Urbana teams.

  1. UK Elite Camp (David Ward):  We have decided to re-instate the UK Elite Camp. The camp will be held at Urbana Park in the middle of July. Cost will be approximately $125 per player. Players will now have their choice of three camps in the area - South County Soccer Camp at UHS right after school gets out and the first week in August, and the UK Elite Camp in the middle of July. We'll forward more information on the UK Elite Camp as soon as we have it.

  1. Coaches/Volunteers Game/Picnic (David Ward):  We will be holding our first-ever coaches/volunteers game/picnic on Sunday 10/6 starting at 4:30 on the Lower Field. We will play a soccer game first followed by a picnic. Donna Pike will be organizing the event.

  1. UHS Nights (David Ward):  Urbana Nights at UHS will be Thursday 9/19 for the UHS girls vs. Westminster and Tuesday 9/24 for the UHS boys vs. Walkersville. Players wearing their jerseys will be admitted for free plus they will receive a $1 concession coupon. Coaches wearing their polos will also be admitted for free. Please come out and support our very good high school teams.

  1. Calling in Game Scores (David Ward):  All coaches need to call in their score from their game(s) before Monday at 8AM. Call 301-865-4600 and use mailbox #5.

  1. Refund Policy (Karen Selwyn):  Tabled until October meeting.

  1. Plugging Holes in U-10/12 Goals (David Ward):  We've been having trouble with bees in the goals on the Lower Field (and also at UES). Al is going to figure out a way to plug up the holes in the goal so maybe the bees will go elsewhere.

  1. Bylaws - Recruiting (Andy Keen):  We held a long discussion concerning both inhouse recruiting and inter-club recruiting by Urbana coaches. We felt that inter-club recruiting was already addressed by league rules and we don't need anything further. However, we will be proposing an amendment about inhouse recruiting (i.e., recruiting of other Urbana players) that suspends the coach for the rest of the season on first offense, and bans the coach from coaching with Urbana on the second offense. Andy will draft the amendment to be voted upon at our October meeting.

  1. Current Fall Season Status (All):  General opinion is that the season is off to a good start. One complaint was registered that U-14 assistant referees are having trouble with the offsides call and need some mentoring.

  1. USA Scholarship (Al Selwyn):  We decided to go ahead with the idea to offer a single $500 scholarship for a deserving Urbana Soccer alumnus/alumna. Al will investigate any legal/tax implications and the process by which we will decide on the recipient. Scholarship will be awarded every spring.

  1. New Business:  None.

The meeting was adjourned at 9:00pm by a motion made by Al and seconded by Andy.

Next meeting is scheduled for Tuesday October 15, 2002 at 7:30pm
